No matter what programs are put into place or what measures are taken to try to insure that genocide never happens again, it is fruitless to believe that you will completely drive out the feelings of animosity and corruption. However you can reduce the risk by providing a basic of support for people that have issues. If a system of government was put into place that allowed people to speak their minds and give their own ideas on how things should run it could greatly reduce the risk of genocide.
